On Thursday, the State Department announced the first round of sanctions targeting Israeli settlers accused of perpetrating violence in the West Bank. There are more than 450,000 Jewish settlers in the occupied West Bank. Settlers in the West Bank fall under Israeli civilian rule and have their own road and transportation networks, while Palestinian residents fall under Israeli military rule, are forced to go through Israeli military checkpoints, and are largely barred from entering Jewish settlements. Turkish Airlines flew earthquake rescue dogs home for free on special flights. The dogs were flown in from around the world to help locate victims trapped beneath the rubble. A representative for Turkish Airlines told Insider: "It was the least we could to do show our appreciation for these heroic dogs' sincere and heroic efforts." These rescue dogs are pictured waiting for their return flight to Thailand. Turkish Airlines told Insider that it had flown dogs from countries including Thailand, Kyrgyzstan, Hungary, and China.

Netanyahu has reinforced troops in the West Bank and promised measures to strengthen settlements there, but has said Israel was not looking to escalate the situation. On Tuesday, Blinken met Israeli Defence Minister Yoav Gallant and discussed cooperation to stop Iran developing a nuclear weapon as well the situation in the West Bank. Hopes of achieving a two-state solution, with a Palestinian state based largely in the West Bank, have all but disappeared since the last round of U.S.-sponsored talks stalled in 2014.
